The Rules of Procedure of the Commission

Chapter 1 : From the establishment, composition , powers and structure of the Commission
Article 1 : The Beginning
According to the decree of the Minister of Relations with Parliament and Civil Society No 3/ 13 of 12 March 2013 , the National Dialogue on civil society and the new constitutional prerogatives was created .
Article 2 : General Supervision
The Minister will be the general supervisor of the Dialogue. It will coordinate with the President the relationship between the Commission and the Department to facilitate the work of the Commission and enable it to fulfill the objectives of the Dialogue .
The Minister will monitor Dialogue through monthly reports and submitted to need . A meeting may be held for that purpose at his request or at the request of the President. Will be attended by officers of the Commission.
Article 3: The Composition
The Commission is a device Dialogue . It will consist of :
- members who are appointed based on their expertise and experience
- members who are appointed on the proposal of the government departments and constitutional institutions and national
- All members are serving the same rights .
Observers may be co-opted members on the proposal of the Minister or officers of the Commission and after approval by the Commission , provided that their number does not exceed 10 members
Observer members do not participate in the vote.
Article 4 : Responsibilities
The Commission will be responsible for independently overseeing the management of the Dialogue . She will perform the following main tasks:
- The development of the program of action based on the platform work
- Taking necessary for the proper functioning of the Commission
- To decide on the proposals submitted by various stakeholders
- Development of a methodology and detailed note of the various mechanisms of dialogue and working tools
- Fixing the quantitative and qualitative criteria for the participation of all actors in the events of Dialogue
- Approval of deliverables Dialogue and comprehensive report
Article 5: The structure of the Commission
The structure of the Commission shall be as follows :
- The Commission
- The office of the Commission
- Standing Committees
- thematic commissions.
Article 6: The office of the Commission
The office of the Commission shall consist of the President, Vice -Presidents, the Rapporteur-General and Vice-Chairmen , and the Chairmen of the Standing Committees and Vice-Presidents
The duties of the President :
• Coordinate between the Commission and the Ministry
• Chairing meetings of the Board's office and those of the Commission , and sign all documents relating thereto
• Ensure the implementation of the decisions of the Commission
• Serve as spokesperson for the Commission
• Provide the overall report and deliverables Dialogue Minister
• Propose to the Commission any chairmen and vice- chairmen of the committees for approval
The President may delegate some of its powers to a member of the Commission. In the absence of the President, a Vice -Presidents will chair the meeting in order of succession .
The tasks of the General Rapporteur
• Oversee the development of the overall report and deliverables Dialogue
• Oversee the development of the activity reports of the Commission
• Supervise the preparation of minutes of meetings of the Commission
• Supervise the preparation of minutes of meetings of the Board office
• Ensure the maintenance and archiving of documents to the Commission
The general rapporteur may delegate some of its powers to one of its Vice-Chairmen , despite their sequence . In case of his absence, a Vice- Rapporteurs and replace it back in sequence .
The duties of the office of the Commission
• Preparation of meetings of the Commission
• Development of the agenda of the Commission and the draft regulatory decisions necessary for the smooth functioning of the Commission
• Taking necessary for the proper functioning of the Commission
• The organization of communication between members of the Commission
• Monitoring the implementation of decisions taken by the Commission
• Development of the action plan activities Dialogue
Meetings of the Bureau of the Committee
• The office of the Commission shall meet once every two weeks convened by the President and may meet in extraordinary session at the request of one of its members and approval of the President
• Meetings of the Bureau of the Commission will be chaired by the President or one of its Vice- Presidents in order of succession, or where appropriate, by the person delegated by him for this purpose
• Establishment of a guide operational procedures of the Office to ensure proper operation
Article 7: The standing committees and thematic commissions
According to the content of the work platform , there will be the establishment of three committees , namely:
• The Committee on the provisions of the Constitution
• The Commission of community life
• The Commission on the National Charter of Participatory Democracy
The thematic committees will be created on the recommendation of the standing committees and approval by the Office of the Commission
Article 8: Meetings of the Commission
The Commission meets on a routine basis once a month , and in extraordinary session at the request of the office of the Commission.
The meetings of the Commission shall be chaired by the President or one of its Vice- Presidents in order of succession.
Article 9: The action program
The Commission will establish a program of action to achieve the objectives of the dialogue in a timely manner. It will enter into force after its approval by the relevant parties.
Chapter 2: The conditions for the holding of meetings of the Commission
Article 10: Convening of meetings
Convening meetings will be through the website dedicated to dialogue and to e-mail members , and two at least two weeks in advance in case of regular meetings , and at least three days prior to the meeting for meetings extraordinary .
Article 11: the agendas for meetings of the Commission
The office of the Commission shall propose the agenda of the meetings , which must include , in addition to the items proposed , the following points:
• Approval of the minutes of the previous meeting
• A report on the progress of development of the Dialogue for the period between two ordinary sessions. The report will be presented by the President or the person delegated by him for this purpose.
• The list of correspondence received by the Commission and the decisions taken in this regard
Each member may suggest the introduction of a point in the agenda , and in at least 10 days prior to the meeting.
The agenda and projects scheduled documents are sent to members at least seven days before the meeting .
Meeting reports are provided to members within a week after the meeting.
Article 12 : Quorum of the meeting
Meetings are held in the presence of the majority of the members serving (50 % + 1) counting excused from these . If the quorum is not reached , the meeting is held after an hour of waiting with the members present .
Article 13: The absence
• An attendance sheet will be signed during the meetings.
• Each absence must notify the President at least 24 hours before the meeting.
• The attendance records of the meetings will be posted on the website of the Dialogue
Article 14: Decision-making
• Decisions are made by consensus at meetings , vote and if necessary there . All opinions expressed should be included in the minutes and reports of meetings .
• In case of a tie , the Chairman has the casting vote
Chapter 3 : General Provisions
Article 15: Administrative Unit
The Minister shall appoint an administrative unit which is composed of executives and officials of the Ministry . This unit will be responsible for the following tasks:
• Provide support for the Commission's work
• Provide technical and logistical support to the Commission under the supervision of the President or one of its Vice-Presidents
• Maintain and archive documents of the Commission under the supervision of the general rapporteur or one of its Vice-Chairmen
• Prepare the minutes and reports under the supervision of the general rapporteur or one of its Vice-Chairmen
Article 16 : Financial Management Dialogue
The Department is responsible for the financial and logistical management of Dialogue in coordination with the President of the Commission.
The Minister will issue an order fixing the terms and conditions of disbursement of expenses related to the work of the Commission.
Article 17: Premises of the Commission
• The Department will offices and rooms equipped to provide the Commission , in order to facilitate the accomplishment of its mission
• The Commission may, on the initiative of the Commission office , organize various activities in other local
Article 18 : Amendment of the Rules of Procedure
These Regulations may be amended upon the proposal of the Board's office or a third of its members after approval by the Commission .
Article 19: Delivery of archive Dialogue
The President will present the archive of the Dialogue to the Minister , a copy of which shall be deposited in the institution Archive Morocco
Article 20 : Approval of Rules
These rules were approved at the regular meeting of the Commission held in Rabat on 20 and 21 April 2013
